The Cyborg probably uses an old fashioned shotgun, because those are the only weapons available to the public. Like he said it's hard to get a hunting license. Due to that fact there's probably not a lot of demand for new weapons outside of those provided to the government. Meaning the only High Tech available are in the hands of the government and can only be used by Sibyl system approved operators. An old fashioned shotgun is probably his only choice. It's actually not a bad choice for a murder weapon, buckshot doesn't have the traceable ballistics that regular bullets have. Of course that opens its own can of worms. Given that in a society where it's so hard to get your hands on a hunting license. Chances are the sale of shotgun shells is pretty closely tracked. Meaning the investigators are gonna come knocking at your door the minute a murder involving a shotgun comes up.
