You've actually seen Tao before. He makes a cameo appearance in TFS' Broly movie when Goku was looking for the one who destroyed South Galaxy. The footage is taken from one of the filler episodes of DBZ where Goku was looking for the dragon balls so they could wish back all of Cell's victims.

Tao is a legend, probably one of the most ruthless villains in the entire series; yet he gets easily overshadowed by many other villains. I love this arc so much, it’s honestly the first serious arc in the entire series.

The way Tao travelled was knid of bootstrap paradox, since he throw that pillar for 1400 miles and then travelled with it, he technically threw himself and some extra weight (the pillar) for that distance.

Yeah, I think this is the first episode where things get really serious, and Tao is the first villain who actually seems threatening, bad (good?) puns aside.
