As Karimov said that scene was censored. In the original Japanese when the scene got all "cutesy" with the background general blue says, "my type". So your initial intuition was correct.

yeah, the scene between Blue and Obatchaman is censored in the dub, they did this because they thought making him a pedo and gay would be seen as homophobic, Blue offered to buy him "pretty clothes". people think it's probably a reference to Max Bielas one of the few openly gay nazis, who would do similar things...
