Penguin Village is the setting of one of Toriyama's earlier works Dr. Slump and Arale is the main character. Just a little cameo.

Curtis this is a cross over episode with toriyama first mega hit series Dr slump. Arale also came back in dragon ball super episode 69 were she fought goku and vegeta, I remember you like that episode.

as others have said this is a crossover with Dr Slump, the series Toriyama made before Dragonball, Dr Slump is actually probably even weirder and less pc then even Dragonball lol. I definitely hope we can get it voted in sooner then later, it would definitely be right up your alley. By the way, Dr Slump was so successful the only reason Toriyama was allowed to end it was on the condition that he start a new series soon after, Dragonball began publication only 3 months after Dr Slump ended. Dr Slump and Arale is actually fairly iconic in anime and japan by the way, the series has 300+ episodes across 2 series, 11 films and the manga's 18 volumes, she may not be as popular as Goku, but she's definitely up there, plus she shows up in a lot of Shonen Jump crossover games, even if she's not really from a fighting series, plus Toriyama is obviously fond of the design, he's used similar designs to her in his other series.
