Yeah Orochi has the intelligence and cunning of a sardine. Without Kaido, he'd have been overthrown yesteryear. He also reminds me of this Chinese warlord named Dong Zhuo who only maintained power due to holding the then Emperor as a puppet/hostage and having two of China's top warriors as his protectors aka Lu Bu and Hua Xiong. It didn't help that The Han Dynasty(The then ruling dynasty of China until its fall in 220 A.D.) was more of a shell of its former self due to the corruption from within. The other warlords of China did unite in order to depose him for being a usurper, but each had their own post-war plans. Unlike here where the Kozuki retainers aim to restore the old powers and put Momo in his rightful place as Shogun of Wano.
