It may seem a little sudden that the anime just springs "hey, here's a new mega evil organization with 100,000 people called the liberation army", and it's because the anime decided to switch the order of 2 major arcs in this season. In the manga there is another story arc which came before it which fleshed out this new threat, but the anime switched their order. I think it's because the other arc feels much more climactic and better suited for finishing up the anime season, but it can cause a few "huh?" moments here and there. But it still works pretty well overall though.

"Can you imagine him with One for all though" about that, in the second movie Deku actually gives it Bakugou and they share it to take down the bad guy, its non canon but still sorry if thats a spoiler and you were planning on watching it, i recommend watching that scene on youtube its pretty good
