It's a kind of strange censor, but there's a scene, as they're bringing the food cart into the Leftovers Town, where you see a mother with her child and an old woman with prayer beads. In the manga, the same scene plays out, but the mother has a knife in her other hand, implying either one of two things: 1) She was about to kill her own child and eat it out of hunger 2) She was about to kill her child, her mother, and then herself in order to escape starvation Either way, FUCK SHOGUN OROCHI.

In theory and while this would be nearly impossible in terms of time and opportunity; Otama could bend the will of every Headliner and Gifter if she gets the chance. I don't think it would work on the pleasures(the ones that always smile) as they lack animal characteristics unlike the aforementioned two other groups. I don't think it would work on someone at Jack's level either, but if she can tame a Headliner like Horselina, then its a given that she can do the same to a Gifter.
