Well, he is pretty old, so I guess he might have some back problems. When I saw those monsters attacking the villagers, I couldn't help but think, "craaaab people craaaab people".

The problem with St. Germain is he's the sort of shifty that people are more inclined to think he might pick their pocket or con them out of some money with some fake magic item. Not the sort of shifty that involves bringing Dracula back from the dead.

Ok I think I get the plan now. Keep in mind this is just what I think his plan is, I haven't actually watched ahead of this episode so here goes nothing. Germain wants to revive Dracula and to do that he needs a lot of people and maybe they have to die at the location Dracula died. So Germain has his vampire buddies burn towns and get them to go to one location and that would be the village in this episode. Germain then somehow gets the village leader to ask Alucard for help who has access to Dracula's Castle, the place of his death. Germain suggests they move all the villagers to Dracula's castle since it is better defenses than the village. To make this more necessary Germain's vampiric allies have been harassing the village which also lead to the village asking for Alucard. The end of the plan which I would guess is get all the villagers to the castle, somehow kill them and use their souls to bring back Dracula. Maybe Alucard himself is needed for the ritual or maybe he's just the guy who they need to access the castle. That's my predictions anyway.
