Milim is basically the cheat code you can pull out any time to win a fight, but try and avoid using cause you don't gain any experience if you do.

ok, so this is a big change from the manga, Rimuru doesn't tell them he was originally human, he only tells them that he's from the same homeland as Shizue, and the only ones there to hear it are the guild master Fuse, and Shuna, he also asks him if he could convince his nation to take in refugees if worst comes to pass. the other big changes are that they're not told charybdis is from Veldora, the audience is the only ones who know, and we find it out from something else, also we're shown a future character around this time in the manga, that's been cut out for some reason, and Youm spends time training in Tempest with everyone before going off.

Rimiru clearly has never played any strategy games. You can't just make a treaty with another country and then call them to participate in a war. It ruins your relationship with said country.
