What Masaoka said about being a good detective, making him a criminal is somewhat true. It's been a long-held truth that the best detectives are those that can think like criminals. Also he's able to pick up on things that everyone else is unable to. Due to his experience with life before the Sibyl system. Like when he flagged the stalker kid down. Whereas Akane was confused as to how he was able to tell without using the Dominator.

I like how this episode shows us just how controlling Sibyl is. Akane's friends mention aptitude tests, but Spikey Hair didn't even get that chance, he was flagged at 5 yrs old. Meanwhile Masaoka is older than the system, presumably hadn't committed a crime before, but Sibyl flagged him as a latent criminal, so now he's an Enforcer.
