I think I know why they made this story into an OVA. So, other people have likely already told you that Clannad is adapted from a visual novel. The way it works is each girl we’ve seen so far is a “route.” In the VN, you start a route by trying to romance and date one of the girls. You would be learning about her story and helping her with her problem as well. You’d then end up with her if you did everything right. Then, once you completed a route, you could start again from zero and try to romance and date another girl. This can be a problem when you’re adapting this into a linear story. After all, the MC is only going to end up with one girl (Nagisa), and you’re not going to be “resetting” after each girl’s story arc. It seems, however, they were able to adapt the cores of Fuko and Kotomi’s stories without the need for Tomoya to romance them, so they were able to tell them in a linear fashion without much problem. This wasn’t the case with Tomoyo’s story, as you can see. While we did see part of her story in trying to get elected president of student council and with her past family problems, the rest of her story’s core requires her and Tomoya to have a relationship and love each other deeply. Again, this can’t work if Tomoya’s only ever going to be with Nagisa, so they set this story off on its own. I will say this, I do like Tomoya x Tomoyo as my second favorite couple of Clannad. Theirs is a touching tale of self-sacrifice for the sake of the other and how love can overcome seemingly insurmountable obstacles. Doesn’t necessarily happen all the time in real life, but it’s what I like to see in stories sometimes. And one more thing, the song at the end of the episode is called “Ana.” You would’ve heard it at the end of Fuko’s story when she appears to her sister Kouko at the wedding, and you may hear it again later in the show.

Piggybacking off of what Max said, just a heads up that there's another "what if" OVA episode at the end of After Story just like this, but for Kyou, and that one is arguably more feels kicking than this one is. They're both beautiful episodes, though.
