It's an age-old debate in many sports, the "if the judge/referee/whatever didn't see it, there was no cheating etc." issue. As long as you can still get away with it, if there are no explicit rules against it (except for referee decisions), or if there is no technology in place to prove something was done, it will always be a legitimate tactic to deliberately break the rules/guidelines and call it an accident. You may not like it, I certainly don't like it, but that's how many sports are designed. And, as you can see in the case of football (aka soccer), when you try to implement technology to prevent human error by the present judges, HUGE controversies arise, so many people actually don't want 100% predictability and want sports to instead have an element of misjudgement, (bad) luck, or whatever. I'm not saying that I agree, but it is what it is...🤷‍♂️
