Homelander wasn't really "programmed" to want that. Its more that growing up in a sterile lab environment left him emotionally stunted. Which is always a good thing for someone with his level of power, isn't it?

Homelander never had a mom. He was a lab experiment from birth. Because of that he is confused between what he has been told he should want in life, his desire for maternal love, and just being an older guy that likes hot woman. This all just shows how psychotic and emotionally undeveloped he is and really shows how these heroes are less put together then the people that worship them.
