What Arlong did was, to me, much more deeply personal. And even though Caesar is an absolute scumbag, he is working on an overall villainous plan, where what Arlong did was just purely for no other reason than he is absolute garbage.

Just throwing it out there, this has to be one of the most brutal of Zoro's moments. Showing that he can beat someone just with sheer, undiluted intimidation. Also, I think Mihawk rubbed off on Zoro a little more than we thought. Just noticed that when he gets serious, his eyes start to look just like Mihawk's. (Can really see it at 17:45)
