I cant help thinking they have a total fan-service budget that they have to use, so since there are episodes with very little, they need to really fill up others. And this one had truly astounding amounts of fan-service.

Okay, that was a dick move, Suzaku. I don't care about how Lelouch might be effected, but why'd Suzaku gotta get Nunnally's hopes up like that? Best case scenario, Lelouch doesn't know who she is and she's disappointed, Worst case scenario Lelouch gives himself away and she gets to hear her brother's voice one last time before Suzaku spin kicks his head off the roof. So Suzaku revealed how working from the inside he will bring peace to Japan. By becoming its leader he can choose the laws inclusing how 11s are treated,vs Britannian. He technically could even make places japanese only like the special zone was. Change the government from the inside. He has basically worked himself from number 100,000,000+ to 100/1000when he became a knight to a princess to now number 7. He has six more spots to go.

The zone wasn't Japanese only. The point of the Zone was everyone is equal, Britannians are just as welcome. That's why Ohgi was so hurt by the massacre, he wanted to be with Viletta there.
