Yeah Lelocuch just used that first person as human bait not caring about the life like a chess piece. But unlike chess humans dont so willingly let themselves die or go into danger when told so the whole plan fell apart. We get a glimpse of LuLu not truly caring for others under him. Kinda like certain nation lol.
