Yeah, this is one of the episodes that really showed off a new part of mob. Think about it, whenever he takes down a ghost it is like taking down a person. So when he takes down evil spirits it is basically like him taking down a murderer... That changes someone and he has been doing it for quite a few years now. So if the spirit is suddenly the good guy, who should you attack then? There is actually a bit of Sensui from yu yu hakusho there.

Also something I think is important is that Shigeo not wanting to fight people isn't so much him not being able to defend himself but the fact that he's never in any real danger. He's a lot stronger than those guys mugging him so him hurting them would have MUCH more serious consequences than anything they could do to him. And he doesn't want to risk that. For this reason his golden rule is to not use his psychic powers on normal humans. Lest he become a murderer.

This season is much heavier and serious with Mob's personality and his character growth, as im sure you'll notice by the end.

Yep it is really harsh, if Mob ever turns to evil... will there ever be anyone who could actually stop him? Heck, he can't stop himself when he gets overrun with whatever takes control over him when he loses it already.
