The manga for yu yu was from 1990-1994 and the anime was from 1992-1994. Naruto pilot chapter started in '97 but the series first officially ran from 1999-2014

It's really not a matter of whether Naruto or Yu Yu Hakusho did the clone thing first, it's actually a documented ninja technique though it was done with either straw dummies or body doubles depending on the situation
