You'd think that given that Angstrom can travel to any dimension he'd pick one that was either abandoned or safe in order to do such a big project, rather than one where lots of superpowered people exist that could interfere. Granted, he did say that this is one of the few dimensions where Invincible didn't choose to join his Dad so maybe he thought it was one of the safer ones in comparison.

From what i am seeing, they were also drawing on the planets powergrid. Otherwise the people outside wouldn't know how much power was going in. So it was basically him not wanting to pull a ton of energy. We should also remember that this is a comic book universe, so there is likely a reason why planets are lifeless that sticks around... because that is average comic book stuff.
