Harley and Joker's relationship is meant to be an abuse story obviously, it's something a lot of modern interpretations kind of miss unfortunately, Harley is a victim who can't help but come back to the Joker, because of her own problems, it's just sad to watch, it honestly does get pretty uncomfortable in some parts, but they do a really good job of portraying it. Also, Harley and Ivy are "good friends", just like Toya and Yukito were in Cardcaptor Sakura, totally platonic, and nothing else, there's no possible hints of anything else, that 90s censors wouldn't allow in a cartoon. Seriously though, it does kind of show the difference between cartoons and anime around the same time, one could be completely open about it, while the other could only hint.

It's not really censorship in this case. Them becoming more than that is something fairly recent even in the comics.

I love Harley and Ivy’s relationship. Showrunners Paul Dini and Bruce Timm wanted Harley and Ivy to be in a relationship but the network practices didn’t allow it at the time. It was hinted at the show’s spinoff comic Batman Adventures. Now, they are both Bisexual in the comics canon which is what Harley creators Paul and Bruce wanted.
