Nellie is a very odd character to be sure. Be warned, this is where Andy's character and to an extent the show itself kinda starts to go off the rails a bit, mostly due to how Ed Helms had to leave the show for certain periods of time to film the Hangover movies. I think his character sadly suffers a fair bit and mucks up his redemptive streak. Also yeah, Robert's kind of a pussy who either doesn't care or is too chickenshit to boot Nellie out. He's a con man through and through, so maybe he respects Nellie's scummy hustling of Andy's job out from under him.
