Clayface's animation is honestly really impressive, it's so fluid and detailed, you could tell the animators had fun animating it. Bruce Timm, the series creator has actually said they weren't allowed to make too many episodes with him in it because of just how expensive he was to animate, and honestly it shows, Batman TAS was already a pretty expensive series to animate, so I can't really blame the studio for not wanting to something even more expensive like Clayface to be a regular lol.
