So to clarify the beginning, they got in trouble because power killed a demon that another demon hunting group was dealing with so in those situations the other group tends to claim interference in their work by the public bureau so that's what makima was telling them. Also, you should totally listen to the ed for this episode I'm sure you guys, especially nick, would enjoy it.

The man in the phone booth is a licensed private devil hunter, he was in the middle of calling his devil hunter company to let them know he finished evacuating the civilians and to send backup to finish the job. But since Power killed the devil while it was already being handled by a private devil hunter, the goverment will either have to pay them somewhere around 400,000 yen (the amount for the tomato devil in episode 1) for a job they didn't do, or deny the the private devil hunter his payment because a public saftey devil hunter claimed his kill, in which case I would be pretty pissed off if a random goverment employee came in and stole my paycheck. Because a civilian can get a license to hunt devils it's not very surprising to see people carry swords, axes, or even crossbows, so long as they have a license. Gun laws however are extremely strict as only public saftey devil hunters are allowed to request the use of firearms. Fun fact: In an interview Tatsuki Fujimoto that Power's personality is based on Eric Cartman from "South Park" and Walter Sobchak from "The Big Lebowski"
