When the storms got really bad, especially in the smaller communities, these shelters were set up for when the electricity went out and the pipes froze, so people had a place to go that was warm and had clean water. They were usually in a church basement or school gymnasium, wherever they could set them up. I took some liberties with the stories about these shelters to fit the tale I wanted to tell, so there's a good mix of fiction in here, alongside the stories I remember from back then.
