Tier adjustment after feedback (Patreon)

Hey everyone! I just tweaked the tiers so that Team Jalapeno can now vote in the patreon poll! This is after a lot of feedback from all of you regarding the last poll vote.

As a bonus for this, Team Habanero may now submit entries into the monthly patreon poll to be voted for every month!
