I think Paul expected Rudy to react to the disaster the same way he did and immediately look for loved ones but he's seeing the situation from the outside and not as one of the victims that were essentially forced into survival mode.

also i read somewhere that they skipped this detail in the anime but in the light novel it explains that that one lady thats scantily clad dresses that way cos she and her sister were caught after the disaster and forced into slavery. she dresses that way cos her sister is traumatized and it pulls peoples attention away from her sister

you gotta understand from Paul’s perspective, Rudy is somewhat of a prodigy. Since Rudy was able to talk to Paul out of his anger and without any emotional attachment, Paul figured Rudy would’ve thought of trying to find out what happened to his family after the teleportation. Just miscommunication all around.
