Warlords role is actually more like a deterrent for the start up pirates sailing in the 1st half of Grand line. They were allowed to do whatever they want to crush pirates before they get strong and become threat to the WG. They were the ones that make the GL a graveyard of pirate (remember with Mihawk). So in return WG give them more freedom to become stronger and be more successful in fulfilling its role. They serve as a hurdle as well for these regular pirates reaching the New World and potentially becoming an emperor or becoming ally with Emperors which is the direct enemy of the WG. Think of like Ace, he's able to defeat a warlord and choose to ally with Whitebeard, which then makes their force even stronger. That's the scenario their avoiding with Warlords. If there is no Warlords, pirates will just easily reach New world and become ally with emperors until they couldn't handle emperors anymore bcs of their huge number.
