Yes he is incredibly brutal.

Multiple concentration, a complete mastery over ice, fire and force and the ability to reflect your spells back to you.

Then again he is CR 26.

For Christmas I'll be releasing King Arthur as well, a CR 26 baddie.

And tonight I'll be releasing another knight of the Roundtable.

why not have Merlin use the same elemental for his tornado spell as he does in other spells? Would this not be thematically accurate? How/why is the damage split? Is that half bludgeoning and rest fire for resistance?

I wanted to only have a fire tornado, but if you want to change it go ahead :) I rewrote it cause I realized there was a typo: Merlin conjures up a tornado of flames at a point within 120 feet. It erupts within a 20-foot radius, 100-foot tall cylinder. All creatures in the area must make a DC 23 Dexterity saving throw, taking 30 + 52 (15d6) fire damage on a failure and half on a success. The tornado then remains in the area until the end of Merlin's next turn. Within the area, flying speeds are reduced to 10 feet. Any creature who enters the area or starts its turn inside it must make a DC 23 Dexterity saving throw, taking 28 (8d6) fire damage on a failure and half on a success.
