So, you want to make cyberpunk characters? 

For this tutorial you'll need:

3D software like blender

Mandelbulb 3D

Photoshop


Here's a basic 3D model that I've rendered for this tutorial:

Now, she needs an awesome original outfit. To get cyberpunk-style outfit parts and textures I've used Mandelbulb 3D. It's a free 3D fractal generator and the fractals made using it can be used for anything - making environments or awesome objects. You can get it at http://mandelbulb.com/

Use mandelbulb to open my parameters:

Once you've got the parameter open, you can render it as an image at any size. Here's how to render an image in mandelbulb, just specify size and calculate 3D.

Use "save" as .png to get the image ready for Photoshop.

Want to make the parameters slightly different? You can use "mutagen" to produce pretty much anything at random with enough mutations:

You can use "Navigator" to fly around the mutation like so:

Once you have enough parts for the costume rendered, save them all as .png and open in photoshop. Use select "color range" in photoshop to delete the purple color (this needs to be done since mandelbulb doesn't support transparent background) for the renders.

Apply the "Armour textures" to your characters:

Here's another render that I've made in mandelbulb:

Trimmed in Photoshop, it becomes a sci-fi skirt:

Other mandelbulb renders will become "wings", "stars" and "glitch effects" for the background:

Here they are added to the character:

Highlights on the wings and extra stars and light dots were made with simple round brush tool in Photoshop.

Some blue colors were added using a layer set to "color":

Added more stars using brush tools and free textures of milky way from Nasa:

Then, I've zoomed in on the face and painted her better facial features using Photoshop brushwork:

Painted some hair using brushwork and pixelated it using "filter+pixelate":

Added more textures to the face and body from same mandelbulb renders in Photoshop ( Using layers set to "overlay" )
and painted a "slightly sad" expression by changing eyebrow position:
