While the former are controlled by criminal organizations, the latter require special protection. Private security companies, special police forces and private contractors serve and protect those who drive business and the city. 

Fully cyborgized ex-military, members of special police forces as well as exceptional specialists join the ranks of these formations. Gangs are not far behind with advanced black market military technology they are ready to clean up the entire city.
