There's one line you guys may have missed that probably would have helped you understand the Roxy village scene faster: The horse guy, when talking about Roxy visiting her parents, says "Who cares if you can't use telepathy?". Although it's easy to just dismiss that line since with no context it means nothing, which I believe I did the first time I watched this episode, so I was pretty confused at first as well. The Migurd tribe are a tribe of telepaths. Thus, they never learn how to speak orally. Roxy was born without the ability, so her parents (and the village chief) taught themselves how to speak so they, in turn, could teach her.
