What is this link villains have with cats? Won't a blindly loyal dog fit better?

Well, dogs are just that - dumb, blindly loyal, and they prefer to live in packs. Cats, on the other hand, are strongly individualistic, hatch clever schemes for domination and strike mercilessly from the shadows at their prey. I can see how a supervillain might identify more with the cat. :)

If a dog is big enough to be considered dangerous, it can't be held in your arms. If a dog is small enough to fit in your arms, it will not be considered dangerous enough. And the pet should be in your arms because it allow close shots while still showing the cat. Big pets can only be seen in at least a full-body shot. After that, it just became a trope and was followed. Also, it is clearly a movement from the dog-people to make cats look bad.

I think villains use dogs as tools. Big dobermanns, hounds, that kinda hunting dogs. A villain prefers cats (and as a cat person, I can relate) as they are more calm, more reflexive, more expressive, and look quieter, smarter while remaining dangerous hunters. A dog is more or less a greatclub with, depending on the size and ferocity, various spikes added. A cat is a gilded dagger in a silk scabbard.
