Essentially, but not really. There are multiple compositing visual effects techniques that let you apply effects that carry over time, but you still have to nudge them into place and apply so many layers that in the end I wouldn't be surprised if I heavily touched every frame multiple times. The difference though is, it maintains a consistency that you couldn't achieve just editing one frame then the other and so on.
