She's one of the Devil faction members. This is like the half way state while using her powers before fully transforming into a Devil. The glass with starry effects are their unique traits. Normally, they are disguised as humans. 

I had a lot of fun working on her! Cant' wait to share more about this world coming soon! I do want to keep it ambiguous until hopefully I release an artbook. With your help it's definitely a possibility to do a small artbook focused on Deathverse.
