Creating an account on Picarto? (Patreon)

I think about streaming my colouring process on Picarto.
But I have some questions about Picarto, which the official website does not clearly answer.
Maybe some of you are familiar with Picarto and can help me?

1. Do people have to pay (subscribe) on Picarto to use the chat box, communicate with me?

2. Do I have to pay a monthly fee for streaming on Picarto?

I am grateful for each answer.

Note:
I have to deal with a decrease of my income for months, caused by sanctions and inflation. Therefor my interest in paying for some entertainment website is not very high. Furthermore I won't request patrons to pay extra money on another website.
