I don't think Tatooine would have that many clouds or a combination of water, land masses, and polar ice visible on approach (though having two suns might complicate the day/night cycle there). However, to answer their question, if you can see a colored sky between clouds, it's probably daytime. If you see a black sky with lots of stars, it's probably nighttime. If the sky is all one color, and neither the local star nor distant stars are visible, that probably means it's overcast (and the clouds might be made of something other than water), and might require some additional investigation to confirm whether they're currently on the night side of the planet or the day side.
