The oldest brother isn't being creepy, during that time marriages were how you secured you family. Since his dad died he became the Lord of the house and he needed to get the best match for his sister. He wasn't being creepy shooting down all the dudes, he knew which families were in bad states that would take advantage of his family. Him not wanting her to be with the Duke also makes sense because he knows the dude personally. Its like knowing all the f boys in the area, you don't want your sister marrying any of them. He also likely didn't want to embrace the responsibility of the position because he's still young, but after his mom gave him the talk he did step up by focusing on his sister and getting her the best match she qualified for at the time.
