Yeah, the Buggy crew events are canon, it's just padded a little, mostly with repeats from older episodes. The Strawhat crew scenes are also padding, though they're a pretty reasonable extrapolation of how the crew would behave, I suppose. The anime is padded enough as it is, the pure filler content is really not necessary to watch. The main problem I myself have with both the filler and the padding is that it sometimes contradicts canon and themes, and that it sometimes have annoying characterisation drift. But on the other hand, there are bits of 54 (and maybe even 55) that are canon, which makes it a little hard to skip. Not many bits, but I'd say they're important for the worldbuilding.

This episodes are canon - it's was on manga chapter's covers. Episode 50-51 is anime canon (filler) - not so bad, but don't needed to watch, in my opinion. Episodes 54-61 is filler arc, also don't needed to watch, in my opinion, but you need to watch first 5 minutes of episode 55 (8 minutes if with opening and recup), and second half of episode 61 (from midlle title card) - it worldbuilding canon part
