Oh man, Spandam got a nasty promotion. I hate him as much as the next guy but his new fit is so hard for some reason. One of my favorite tie-ups is how Yokozuna is shown to stand in front of a speeding train at the start of the arc with no context and now it comes full circle. Tom was too good ma,; probably the first "good" Fishman we are presented to.

Franky abandoned his passion to become a thug and dismantler, Kokoro fell into drunken depression, Yokozuna developed a life-threatening hobby, and Iceburg went off on his own to try and honor Tom's legacy the best he can. This sweet little found family, forever ruined because of one greedy government weasel. The world just got a little darker without Tom in it.

If this helps at all. Iceberg went on to fulfill Toms dream. He made sure Water 7 became as prosperous as possible. Refer to his introduction in 232, "In this city, skills are all that matters" He gained respect from the shipwrights for his talents, then combined all the shipbuilding companies into Galley-La. Further reviving Water 7 as Tom assured him would eventually happen last eps. "But people are lively! The results won't show immediately.." This would be why people forgave and forgot about what happened and he became mayor. Plus being acquitted publicly helped. PS I think Nami was left alive because the strawhats are supposed to be getting framed for this mess. RIP Chopper.

Yokozuna knows why Franky tried to stop the train so even he came back alive, in his mind, that train took away Tom and they are both weak back then to stop it... yeah still, it's a life-threatening hobby

Though, in light of Iceburg's speech to Robin a few episodes ago, one may wonder what impact Tom's words might have had on Robin, if she had heard them instead. What if one reads this as being about Robin's 𝙧𝙚𝙨𝙚𝙖𝙧𝙘𝙝 and her 𝙥𝙪𝙧𝙨𝙪𝙞𝙩 of it?
