The mask are there because Water 7 is similar to Venice. And Venice is also famous for it's venitian carnival, the masks are traditional. Did none of you play Assassin's Creed 2?

Yes, though the carnival here takes place on San Faldo, as Robins says at 26:33, and not Water 7 itself. On that note, the same is also the case with the Aqua Laguna. In Venice, you will find raised walkways at the tourist attractions, since the island is regularly flooded between autumn & spring (known as Acqua Alta), due to the shape & location of the Venetian Lagoon. So it is also not like you have to completely suspend your disbelief to be on board with only Water 7 etc experiencing this high tide, since the Acqua Alta also only effects a tiny part of the Mediterranean Sea.
