Logia fruits are always intangible so they can’t be hit by physical attacks automatically, they have two weaknesses, an element that opposes their own and another one which is a spoiler. So yes Luffy can punch Eneru because he is rubber is his opposing “element”, not due to surprise. Same as water was crocodiles opposing element so it affects him. The water was specific to crocodile, you can’t just splash eneru. Only submerging not splashing, DF users has any effect usually.

The reason Eneru seems to not dodge Luffy is because he’s genuinely bewildered and scared. He thought he was LITERALLY untouchable. So Luffy being able to tank his attacks and actually touch him really stresses Eneru out. That’s why he’s hesitating so much. If he was less afraid and had a clearer mind, he could have easily dodged Luffy’s attacks.

One thing that i love about the Birka thing is that,there is a clue that Eneru and his followers are different from the sky people,and it's not the mantra.It's that Everyone of them has different types of wings, all the skypeans and shandians have wings that point upwards, while the Birkans have downward pointing wings,it's really wild that Oda keeps that consistent in the entire arc.
