Enel and Crocodile have some things in common: they were so sure of their strength and power that they didn't train or have contingency plans beyond the "usual" moves they used. No challengers came up to put that in question. If you take that away, I think Enel is a pretty overwhelmingly strong opponent, even for the early OP. So is Crocodile to some extent. They both get beat up by Luffy partly because they underestimated their opponent in general and thought they were invincible to some degree. It also makes it so satisfying when Enel sees his power has no effect on Luffy. I also love how this is one of the first times you see that Luffy may be a complete idiot in some cases, but when he's focused/fighting, he's quite quick-thinking (even if he tries a bunch of weird moves that look dumb and funny).
