One of the troublesome aspects of BKB3 is that we were never able to include all the characters we planned.  With all of the issues we had with programmers and distribution, we weren't able to include all 19 of the characters we had recorded.  Which somehow makes it easier to create a BKB4 if we simply add the unused characters into the mix and update the code.  It's a possibility.
