Sadly, Thomas got this one wrong, picking (C) at the last moment instead of (B).  If you listen to the show, you'll hear that I think he got jobbed, and I don't think this would be a real bar question due to the ambiguity in the law.  Thomas is now 101-for-183 overall (55.2%) and 63% over the last 30 questions.

I thought this might be the correct answer because when governments give grants to private universities, they usually include a clause requiring non-discrimination on various grounds.
