So, as a worker for the Illinois Department of Revenue here in Springfield, I can confirm that many folks here do, indeed, pronounce the state as /ɛlɪnɔi/ instead of /ɪlɪnɔi/. Having been born in Urbana IL myself, I used to say it that way too. But being a linguistics nerd, I like to announce myself as working for the /ɪlɪnɔi/ /dəpɑɻtmənt/ /ʌv/ /ɻɛvənu/
