I think a crazy mad scientist electric type gym leader could be really fun. Could maybe even have a gimmick where they have a Borobrattle who some people believe might be the real mastermind behind their gym or something.

It could be funny to just have a random helicopter pilot that doesn’t have much to do with the location but just ferries important people there and battles in their free time
