The child who teleports is non other than Teddy Stillwell, Madelyn Stillwell's son. That's how he survived the explosion at the end of the 1st season.

Fun Fact: Crimson Countess was played by Laurie Holden mostly remembered for playing Andrea Harrison on The Walking Dead. Even though the character Andrea was a fan favorite and lasted longer in the Comic Book series, the TV Series decided to kill her (write her off) very early (Season 3 finale)

The character was much better in the comics than the show so losing her in the show was no biggie

It seems you missed a key detail regarding the teleporting boy in the adoption home. His name was Teddy STILLWELL (as in Madelyn Stillwell). At the beginning of the 2nd season, most people thought "Okay, Homelander must have also saved Madelyn's baby." Nope. The baby actually teleported himself. Homelander didn't lift a finger for the baby.

Easter egg! The child that teleported at the orphanage was Teddy Stillwell orphaned by Madelyn Stillwell. And his power activated when the bomb exploded because he was found 3 miles away perfectly fine. According to a tv report
