Paphie is a Litwick with the ability to possess his targets as he consumes their life energy.  To do this he traps his targets in his wax which can flow endlessly. Phaphie has discovered that people tend to yield more life energy while being sexually stimulated so he'll make his targets pleasure themselves or even pleasure his targets as he feeds off their life energy. 

He's likely to leave his targets alive and tends not to consume ALL of their life energy; especially if he finds that particular target favorable. He does this to targets he intends on consuming life energy again.
