Though thinking about it, it really is just another part of the 'uniform'. A bit like a tie is part of the business uniform...granted though, a tie doesn't do much in the way of protection :)

Yeah, that is it. Often the helmet and gloves and other stuff are to just make it look like they are working. If you ask Japanese people why the dude is wearing a helmet, that is likely what they will say - "uniform".
