This seems a tad sub-optimal for a country which seems to take recycling to the extreme ... i mean why not just open recycling plants in Japan and fuel the economy?

probably not profitable. most plastic they is collected doesnt get recycled since it cheaper to buy new plastic then recycle. except in china with the low labor cost.

Here plastic pellet factories use imperfect handling methods and suffer from spillage, which make pellets unusable and they're just left there and keep spreading around. I hope they do it better in Japan.
